Cyrillic Fonts

Dear all: I need to do a russian langiage version of a website of which 
there is currently only an English/German version. There is NO problem 
getting cyrillic text into a textbox. With banners and navs it's a wholly 
different ballgame. No matter what I do - I will only just end up with 
non-printable stuff ("??????????").
I run my machine on Windos XP Professional SP2 and NOF 8 with all updates 
installed. I added Russian language feature to XP which works fine with any 
other program (Word, Excel, etc).
Anyone with a similar problem?
