Master borders are not unique regions or divisions. They are essentially
part of the page with defined borders that appear on successive pages using
that border. But I get what you're after. Maybe these tuts will help
clarify.

I hope I am able to convey what I am seeking.
Ideally I would like a background for the Master Border Area and another for
the Layout Area and be able to make global changes to both. I consider the
Master Border to be everything that surrounds all 4 sides of the Layout
Area.
Typically I will add a background in Styles and this affects the whole page.
If I want the Layout area ONLY to be a different background, let's say white, I
need to add a layout region or a cell and add another background to the region
or cell. Later down the road if I want to change the background to the layout
area only, I need to manually change the background for the layout region or
cell on EVERY page manually. Any way around this.
If I use a Zero Margins I am unable to make global background changes.

Nancy has given you some good info.
You can also check out our NOF specific tutorials for using EZRound to
create a centered effect for your website.
They are located at:

To make the effect flow throughout your entire website you only have to
create two master border variations and they are literally just the
difference to the images from the home page vs all the other pages in the
HTML folder.
There are plenty of detailed instructions and you can even download a free
trial version of EZRound to test things out.

Regardless of whether or not EZRound is a solution for you (although it is
dead simple to create rounded corners, drop shadows and centered pages that
work in all browsers), the mechanics will show you how it is done.
