This is very annoying. If I close Netscape while running Windows XP I find
that I often cannot get it started again, either by clicking on the desktop
icon, the little icon in the litle tray down at the bottom of the screen or
through Start, Programs, Netscape, etc. What the heck am I doing wrong?

which Netscape program? Net 4.x, Net 7.x, Net 8.x?
Try looking in the task manager [ctrl+alt+del] and end it there.

Thanks. I tried that, figuring maybe the program was still running, but
Netscape did not show up in the Task manager. Any other suggestions? (I
tend to suspect Microsoft as the cause of any other brands of software that
have problems)

OK, close the program, and using your file manager, locate the file
parent.lock which is located within your Netscape profile. Once
located, delete it. Now restart Net. Does this solve the problem?
NOTE: if you don't find a parent.lock, then that mean Net shut down
properly. The only time you would find it is if Net is still running.
to find your Netscape profile, you can read this:
http://ilias.ca/netscape/profilefaq/#locations
but if you're using windows, then you must read this first:
http://www.microsoft.com/windowsxp/using/helpandsupport/learnmore/tips/hiddenfil
es.mspx
