If you are posting to Netscape's servers, then this might
be true because they don't carry other hierarchies.
1. name = secnews.netscape.com
SSL = yes
port = default (563)
2. name = secnews.netscape.com
SSL = no
port = default (119)
The first one has more netscape groups than the second,
including non-pubic groups not found on general usenet servers.

Each server enforces its own policies.

If by "here" you mean the whole netscape.* hierarchy, then...
The netscape.public.mozilla.* groups have been abandoned.
Mozilla discussions have moved to the news.mozilla.org news server.
