Go here and download wget:
http://xoomer.virgilio.it/hherold/
Put the partial file in the same directory with Wget.exe
and/or the other way around.
Bring up a command prompt and enter:
wget -c http://www.nameofsource.here
Change the address to the files source.
If it is possible to resume loading the file in question you
should see progress resume at the percent you already have
in the title-bar.
It you have renamed the file (from what the default download
name was) use the line:
wget -c -O newfilename.ext http://www.nameofsource.here
Change "newfilename.ext" to the name you used.
The -c option is for "no-clobber", saves the part of the
file you already have.

I am downloading this big iso (+2GB) via http, and by accident I have
removed the download from the downloader manager, I have 1.5GB already
downloaded on the hard disk.
How can I restart the transfer taking on from where it last stopped?

I'm afraid that is not possible with a normal download. With bittorrent it
would be enough to open the .torrent file again.
