"Switch to Next Tab" gets stuck in address bar

"Switch to Next Tab" gets stuck in address bar

I like the shortcut keys for Switch to Next Tab (key "2") and Switch
to 
Previous Tab (key "1").  

If I press "1" or "2" repeatedly they let me switch pages
very quickly.

The problem I have is when one of my pages has not yet fetched anything 
from the web.  When I press "2" the cursor goes to the address bar and
 
instead of switching to the next page, I get the numeral "2" appearing

repeatedly in the address bar!

My fast next/previous switching suddenly gets stuck.

Is there a setting or a tweak I can make to avoid this?

(Sometimes I need to have an unused page open when I copy and paste

Sorry, no *real* solutions that I can think of for those two keys, except to 
wait for the page to load prior to pressing 1 and 2; or to avoid cycling 
through it until it has loaded.

The problem with "1" and "2" as shortcut keys is that they
are numeric, and 
edit controls (like the address field) accept those as text input.

One potential work-around is to switch hotkeys and use [Ctrl]+[F6] and 
[Ctrl]+[Shift]+[F6] instead of 2 and 1, respectively.  The address field 
shouldn't consume those hotkeys, and should allow the application to handle 
them properly.

The other work-around is to (*cringe*) use the mouse to switch tabs.
