Date variable for INI files

It would be nice to have a %d variable for date strings in INI files. It  
would be the date and time when the action was run.

Something without any spaces or characters that could be a potential  
problem for file names, like "2008-01-03-17-44-08".

Not only would this allow date information to be available but if you want  
to run external programs you could pass the date variable as an argument  
for an output file name that isn't going to overwrite the last one
