I use a lot of PDFs, thus I would be glad to see similar possibility
of scrolling web pages like in Adobe Acrobat Reader or Foxit Reader.
(Possibly after hitting ctr (or sth like that) button).

Opera 9.5 (test builds available) has this. Hold Ctrl+Alt down while  
clicking. Or turn on the 'Scroll Is Pan' setting. Not available from  
default UI, but here's a button you drag to your toolbar (in Opera 9.5):
