Please start by visiting Windows Updates. You are running a very old and
less secure version of Outlook Express. You are missing no less than six
updates that directly affect OE.
After you do that, please post the error message in its entirety. You can
Left click on it to highlight and then right click to copy and then paste
it into this thread.

Without the EXACT error message all you will get are vague responses to
a vague question.
You aren't using the correct IP name for the NNTP server.
You don't have permission to use that NNTP server.
You need to login to that NNTP server.
You did not specify the correct login credentials for the NNTP server.
I find it very difficult that you cannot download any posts from

If you can't access newsgroups, how did you post here using Outlook Express?

Have you created a news account in OE with msnews.microsoft.com as the
server?
What is the exact, complete error message.

You are using Outlook Express. You managed to use Microsoft's NNTP
server to post your questions (and your next reply post). Since you got
to this newsgroup then you can get to any other newsgroup that is
carried on that NNTP server. You never bothered to mention WHICH
newsgroup from which you are attempting to download messages. Ahem,
binaries maybe, ahem?
Microsoft's NNTP server carries microsoft.* newsgroups. GRC's NNTP
server carries their own groups. SpamCop has an NNTP server that
carries their own groups. Mozilla has an NNTP server that carries their
own groups. If you want other newsgroups then you need to use an NNTP
server that carries those other newsgroups. Since you didn't bother to
mention the newsgroups that you say to which you do not have access, no
one can help you.

No, it was NOT the *exact* error message. Don't know why you are hiding
the required information. Copy the error message and paste here or
transcribe it verbatim. Don't describe it. Don't summarize it. Don't
truncate it. Don't take pieces out of it. SHOW it *all*.

And just who would that broadband supplier (ISP) be? Imagine Telco,
perhaps? Do their instructions have you using their NNTP server, or do
they contract that service out to some other provider? Did you enter
your login credentials, if required, in the news account configuration?
What is the URL to their help page telling you how to configure a news
account?
