CodeWarrior installation issue

Over the years I've installed CodeWarrior 9.3 multiple times as I've
migrated to a new computer or job.  This is the first time that I've had a
problem.   Here are the clues:

 

 When I install the OS 5 SDK R3 from PalmSource, the installer is unable to
locate the CodeWarrior installation.  I did not change the default location
when I installed CodeWarrior.

 

When I tap on the open button in the toolbar or choose File / Open from the
menu, CodeWarrior closes with no error.

 

I've copied the entire installation of CodeWarrior from my old laptop to my
new one in a separate folder.  When I run it, the problem with the open
button does not occur.

 

When I launch the emulator myself and then debug, I always get a memory
error when I start debugging for a second time.

 

The only installed application that is not on the old laptop is VS2008.
