It works once, then same problem on the next start. I take it that the
folder they point to is a session sequence record, added to each time the
program starts. Renaming it causes Windows to create a new startup session
record. It's a temporary work-around. I emailed to Corel Support to see when
their fix is coming.

When I first ran QP I opened a file that I had created with V.10 on my old
PC. No problem there. It's after I shut down QP and then reopened that the
trouble started. Haven't downloaded the MDAC_TYP file. The MS site did not
show it as being compatible with Vista so I left it alone. Have not tried to
uninstall the printer and reinstall it yet. Was hoping to get a fix from
Corel before I try that. I can get by without QP X3 for a while but it
certainly is annoying to pay that kind of money for a program that operates
like a Beta version.

Yes; it notes the files you see listed on the File Menu after launching QP.
Usually, this works without any fuss. One might be tempted to think that
Windows Permissions were an issue, but that if they were you would not be
able to rename the key. Do you by chance delete or move any of the 9 most
recently open files before next launching QP?
Did you try the other ideas?

Be assured: this results from a glitch on your system.
I Launch, Open, Save, Save As without let or hindrance.
If you do not usually log on as an Administrator, you could try doing that,
though it does not seem very likely to help.
