I want to set up a what-if table to caculate various payments changing
either interest rates or present value.
Has anyone created such a sheet?

You need to be a little more specific about what you're attempting to do -- your
description is too vague and general. Spreadsheets are like engineering
projects (or like a doctor's visit): the more detailed your description of the
problem/requirement, the more relevant a solution can be presented. (More
importantly, the converse is true as well.)
If this has something to do with mortgage payments, for example, one can
construct a matrix with loan amounts and interest rates arranged as column and
row headers, with formulas for the periodic mortgage payment placed at the
intersections of these two variables to show what payment corresponds to a
certain loan amount given a certain interest rate.
