I don't believe that functionality is available in RAVE. You need to use
Flash for that.

Ah, I guess that would explain why it doesn't work. The help file implies
that the "what for load" behavior can be used to create a preloader.
The
"wait for load" is available in the behaviors list that can apply to a
frame. And yet it doesn't seem to actually work.
