1. yes you can (and should) delete anything (and everything) in the temp
folder.    2. no idea why, perhaps that was the installation path, or
perhaps it puts a copy there.  If you want test it, rename the copy in
Temp rather than deleting it and watch what happens with the update! You
could always go to the S-A-S site and see if they have contacts or
forums which you could enquire through.

I have the same with Superantispyware. I change all my temp folder
locations to a C:\TEMP. That way I can delete everything at once and also
see what has been dumped there.

You can safely remove that folder and on reboot it will be recreated.  You 
can also change its location by changing Windows environmental settings.  I 
tend to put browser caches, MS office temp files and Windows Temp files, 
swap files and printer spool files on a separate partition; then during 
maintenance, securely wipe them all.

Control Panel/System/Advanced/Environment Variables. Both boxes change
temp/tmp to C:\temp
Then empty all the crap of other temp folders

It is a system I use with Windows to mitigate some of its frustrations.

On a new installation, set up all the basic  programs you want.
Then using a partition utility, mirror that installation to a separate
partition as a back up.  If the first one breaks, spend no more that 20
min. trying to fix and if you can't, copy over the back up to it.

OK, once you have the clean install and back up, create 2 more
partitions, one named SWAP, the other DATA.

Logged on as Admin,
-close all swap files and set one only to the Swap part
-set environmental paths for Windows and Office Temp files
	to a folder on Swap named Temp
-Set printer spool files to Swap\Temp
-Set Mozilla and IE cache files to Swap\Temp
-Set your User Account MY Doc, Desktop (?) and mail store to Data Part.

For system maintenance, boot to your Backup Win install.  Since it is a
copy before your system changes, its swap, etc... is on that system root.

Then using batch files, secure erase the swap and temp files,Scan disk
and repair files on your main system, Swap and Data part, do same with
an AV, , defrag all three with DMS ,etc...

The advantage of doing this is that by being outside the operating
system, you can access all system files instead of Windows blocking some
needed for operation..... such as the Registry.  No files can be hidden
from the AV since its not being accessed by the running OS.  Swap and
other temp files can be wiped to DoD or higher standards, and so on.

Once every month or two keeps Windows running smooth plus unclogs the
system from accumulated junk.  Like a tune up or an oil change.
