SourceSafe Restore Utility Problem

I'm trying to restored a VSS archive to a data directory other then the one 
specified in srcsafe.ini's data_path value.  It seems like the ssrestor 
utility completely ignores the data path specified by the -s switch.  What am 
I doing wrong?  Here is a template of the command-line I'm using.

ssrestor -s<full path to srcsafe.ini>,<full path to the data
directory> -i- 
-y<uid>,<pwd> <archive_file> $/prjroot

Any help would be appreciated.
