Your first sentence makes no sense to me. How are you submitting the
spam? Gmail's web inyerface won't forward as attachment, as far as I know.
Weekly I submit thousands of spams to SpamCop from my Gmail Spam folder
(which is now available from IMAP) using Thunderbird. I have never had

Curse them, sector 5 bounces on spam submitted to SpamCop via Googlemail.
Impossible to get through to them as any mail sent to them via their
support form goes around in circles and ends up days later as a delivery
failure due to unknown address. The plonkers!

Via Googlemail not from Googlemail. Spam I receive on my PC using my mail
client is submitted to SpamCop pasted into a body of a mail and sent via
my Googlemail account to SpamCop again using a mail client not from
Googlemail account page. This is normally OK and at present the only way
I can do it as my IP won't even accept the submittal mail to SC. Every
now and again though Googlemail bounces back the submittal with a link to
the reason why it's a delivery failure and the reason is Sector 5, bulk
mail. It's started doing it again and there's no reason for it.

Your problem may rely in that you paste the spam in a body of a mail.
Google analyzes the body and sees this as you being a spammer, perhaps due
to RegEx or bayesian filtering, and therefore denies your mail.
Try forwarding spam messages with your mail client as an attachment.

I had strong suspicions that may be the reason, but, I use MailWasher to
speed up submissions as I don't have to completely download and attach
that way. It works 95% of the time until Googlemail throw a wobbly and do
their sector 5 bounces.
