There is/are no spamcop blocklist history available to the public.
The current spamcop blocklist, moment by moment and particularly
dynamic, is accessible at http://www.spamcop.net/bl.shtml or by
accessing the appropriate x.x.x.x.bl.spamcop.net. Past history of any
particular IP isn't accessible.

I can't imagine such an aggregate being available/accessible. Godaddy
is both a domain registrar and a website provider, and is a lot more
things which can be overviewed in its wikipedia article.
Do you have any particular basis or reason for posting such a query
here?
In case you didn't know, spamcop is a parsing and notifying service for
spamcop reporters. It is the maintainer of the spamcop blocklist which
uses the reports of reporters and spamtraps. It provides spamcop
reporting service to providers to be notified or not notified of
reportable issues. Additionally it provides a mailservice which is
spamfiltered and which provides an integration with its reporting
service.

point someone to the aggregate statistics of GoDaddy's history

GoDaddy does not care about spammers they host.
I reported 3 last year and even called them... They are still hosting them and

Yes, I know how SpamCop is.
I would simply like to point an accquaintance to whatever source
there is for proof of GoDaddy's negligence of their own TOS/TOU

FWIW, it seems godaddy is both loved and hated around the net community.
They aren't listed in Spamhaus under IP 208.109.132.201.
Same IP is listed under rfcignorant bl but that seems about it. If you
ask in NANAE newsgroup (news.admin.net-abuse.email) you will get both
