Some weird delays and failures today.
I was going through my mail this morning and noticed there was no held
mail.
I switched over to mailsc.spamcop.net and looked and sure enough there
was no held mail. Lately I expect about 10 per hour.
So I logged into webmail.spamcop.net and same thing. No held mail, no
spam in my trash, etc.
Moments later 95 spam emails appear in my held folder in webmail. About
half of these look like ones that I reported last night. I switch back to
mailsc.spamcop.net and they are there now.
So I decided I would queue six of them for reporting, so if it is really
slow, I don't get stuck with a lot of spam queued for reporting.
The first one reports:
Submitted message 1 for reporting
Moved message 1 to trash
The next five report:
Message-ids have changed, cannot alter 2
Message-ids have changed, cannot alter 3
Message-ids have changed, cannot alter 4
Message-ids have changed, cannot alter 5
Message-ids have changed, cannot alter 6
So anyhow it looks like something might be jammed up. I will wait a while
before trying again.

It appears to be mostly working again, but I am still getting some errors:
Moved message 50 to trash
Message-ids have changed, cannot alter 51
Database error submitting spam for reporting.
Moved message 52 to trash
Message-ids have changed, cannot alter 53
Message-ids have changed, cannot alter 54

Whenever I get error messages, I put them into Google. I found this
discussion that may or may not be related to your problem:

If it wraps, here's a shortened version:
