Arg! I've got a solid connection to my isp. Get good speed tests in the
state - not on my isp. Can get nntp no problem but the 'net at large?

Ha! That's what I used to find that my state was OK! Then I looked in a
bunch of places and all of those places said everything was fine.

Well, there's been some stories of rate limiting, maybe they went extreme
on you? :)
