The last time I submitted spams was 20:18 UTC Aug 14 which haven't been
responded yet as of 20:33, but I consider that to be normal.

so your posting appears to be 10 PM localtime, so that is quite some
hours from 'this morning' which number of hours range from 10 to 22
hours.
That is longer than the average delay, so I would say that there is
likely to be one of two problems with the lack of response; either your
provider is interfering with your mail to spamcop, or your account
address has bounced for some reason.
You can check the status of your account address by going here and
logging in http://www.spamcop.net/
If there is a problem with the address, then you should be alerted to
that, and you can work on figuring that out. If there is no problem
with the address, then you can try to submit a spam and make a copy to
yourself at an address that you know that you can access a mail which
contains spam. If your provider is blocking outgoing mail containing
spam then the copy to yourself would fail as well as the one to spamcop.

Can't help but wonder if this is in connectioin with your Forum
posting dealing with the attempted MailHost Configuration of your
Reporting Account .. words here and words there seem to indicate
that AOL isn't playing weill ,,,????
"Status" of the Reporting system is seen at the top right of the
Forum pages .... only showing a short unannouced outage earlier
today ... currently appears to be working fine.

We had some mailserver issues which caused delays both inbound and
outbound. Operations made some changes tonite to alleviate the
situation. If you still have problems when you submit spam tomorrow
please write to deputies <at> admin.spamcop.net and let us know.

Dear Spamcop experets,
this morning was the last time I received some answers to submitted spam.
Since this I have submitted more than 20 SPAM emails without getting an answer.
Is there a hang-up in the system or is it regular maintenance ?
Please give me an advice.

No, WaZoo, the one thing has nothing to do with the other !
Just now the first reply messages came in.
It was sent out Tue, 14 Aug 2007 15:05:32 +0200
and came in to yahoo.de at 19:33.
So 4,5 hrs are quite unusual for reply time but nothing to worry.
I was able to solve the AOL problem. AOL blocked the SpamCop reply messages as
SPAM without any notice.
I could access them only usinmg WebMail but there was no option to see the full
header.
It took me some time to get the idea to look for the HTML source text where the
full header can be extracted.
I will leave a note in the forum about that as soon as I have tested the system
with the next real AOL SPAM email.
