Look at what you said, you said 'when i froward' (instead of saying
'when I forward') -- most importantly, you didn't say "When I
forward-as-attachment"/
The most common cause of that 'could not locate' problem is submitting
the spam 'improperly' somehow or another.
One improper submission method is to use OE Outlook Express 'forward'
instead of 'forward as attachment'

OE Message menu contains the following items in the 2nd section: Reply
to Sender, Reply to All, Forward, Forward as Attachment.
Do not 'forward'. Forward-as-attachment. That is the reason your
instructions were so emphasized.
You are supposed to read your instructions carefully before and at the
time of your registration to be a reporter. There are some more
instructions you might have missed here

So does that mean you got it worked out? Forward as attachment with OE
is described at the link I gave earlier. The SC faq section on emailing
submissions doesn't specifically describe how to do it with Tbird.
Tbird in linux appears to have a different method of configuring to
forward (inline) or forward (as attachment). The interface where you
are handling the message just says "Forward" and doesn't give an
option
like OE to forward vs forward-as-attachment.
On my linux Tbird, the default mode is forward as attachment, but I
could configure Tbird to forward inline in this setting:
Edit menu/ Preferences selection/ Composition tab - first item is menu
function for selecting forward messages as attachment vs inline.
When messages are forwarded inline the relationship between the body of
the forwarded message and the message which is forwarding it are
completely different than when messages are forwarded as attachment.
The important differences are the structure which SC receives from the
submitter.
SC expects to see structure like this: header from reporter to spamcop
+ attachment structure + header from spamsource to reporter + spambody.
Inline forwards look like this: header from reporter to spamcop + no
reporter message body + spambody
What is missing? The attachment structure and the header from
spamsource to reporter -- essential elements for the parser.
