Interesting, I had made one which is very similar and I post the project 
here.
It is slightly different in that it uses multiple rectangles for the meter 
bar and a rectangle for the background. No fancy time calcs.
On Vista business the background rectangle doesn't show up at all but is ok 
on XP.
The project is an smp and the smp should be in the bin dir and run if double 
clicked. You will need to fix the project paths & targets etc to use/rebuild

for your installation. You will need to delete or rename the main() function 
to change it back into a lib (.sml)

My fault entirely due to running an older project. Apologies for any concern 
this may have caused.
