To get started with MIDP development as a minimum you need a JDK 1.4.x or
later and Sun's Wireless Toolkit 2.x.

For a good IDE try Netbeans 5.0 with the Mobility Pack (I think this
includes the Wireless Toolkit, so you won't need a separate installation).

When you want to start targeting specific phones get the appropriate MIDP
SDK from the phone vendors support forum (www.symbian.com\developer has
links to our partners support forums). The appropriate SDK will give you a
better emulation of your target phone, than the generic Wireless Toolkit
emulator.
