Carbide C++ personal and pro have a S60 ui desinger.

Eclipse allows you to write your own UI designers. None of your $$ but lots
of your time.
There's also a UIQ ui designer written by a couple of students for
SonyEricsson. It might have source available, I didn't look that closely.
