Self signing for Content SIS files

Hi,

    I have gathered information that Content SIS files containing just data 
files maynot require signing or
    should be self signing.

    Question, is it required to self sign the content SIS file ? Will the 
3rd edition s60 phones
    be able to install the data files in appropriate locaton.
