That depends on the location you need the files and the configuration of the
device.

The device may simply not allow self-signed files. If it does, then you
still will only be able to copy the contained data to public areas.

Does one have to go thru symbian signing process for the content files in 
that case ??

Hi Anand,

it is not possible to install completely unsigned .sis packges on a
Symbian 9.1 device. It has to be at least signed with a self generated
certificate.

Depending on the target locations of the files you want to install, it
might need to be Symbian Signed.
