I'm not sure if the background color is configurable, I assume it is. I
think the first one meets more of your requirements than the second.

Walk away. Client sounds like a pain in the ass. Then again, most 'artists'
are. (Including me).
Otherwise, explain that with his budget, he has to work with an off the
shelf option. If he wants that level of customization, then he has to spend
money to have someone write something custom.

Otherwise...flash (as much as I cringe saying that) is probably what this
person wants.

Potential client, an artist, wants an image gallery and wants to know if I
can deliver exactly, precisely what he's looking for.
-- Thumbnails, when clicked, open a larger version. Larger version *must*
open with some type of smooth animation, either "fading in" or
"blooming".
Ordinary loading of images is definitely not acceptable.
-- Larger images open on the same page, or possibly in their own chromeless
window, whose backgrounds, colors, borders, etc. must be precisely
customized. Each larger image gets a caption.
-- Images need to be watermarked and bordered
