It's not a given for any of those products. It's trivial to remove the
WordPress links from the footer. You may have a better chance by looking at
the meta tags. However, even that can be removed from Joomla/WP sites.

There are certain tell-tale signs. Look for common Joomla css
definitions, or code, or errors in code.
You can quickly look in the code for three or four things, if they are
all there, then you know you have a Joomla site:
class="mainlevel" -- look around the main navigation area.
pathway -- this is the div that contains the breadcrumbs if there are
any on page.
contentpaneopen or moduletable -- these are tabled containers that are
deep in the core code. Even on very custom sites, you'll see these classes.

I'm not sure this is possible? When a site is made with Wordpress you can
see it at the bottom and when it's made with Typo3 you can see it in the
code. But where do you see it on joomla sites?
