What do you have?
AI is a proprietary format. I believe other Adobe apps can open. Freehand
can open them to a point (up to certain versions).
And EPS isn't really specifically anything specific or universal other than
postscript. It can be vector, or raster. Flattened, or not flattened.

1 - How can I open an illustrator or eps file if I don't have Illustrator?
2 - I can't remember, are .eps files flattened or not necessarily?

Don't have that either! :)
I usually only use Photoshop. - Which can open EPS, but flattened.
