I can't think of a reason why WebLogic would touch the foreign URL - it is
treated as opaque, and have only two suggestions:

1 - Make sure no *other* Tibco clients on the WL server are specifying
"tcp".      At a guess, Tibco may not handle this case.

2 - Try narrow down the problem by accessing Tibco directly.    The foreign
provider feature is basically syntactic sugar that redirects lookups.   It is
convenient - and even required for "resource references", but not
absolutely required.  An application or MDB can lookup foreign providers
directly.
