I tried the "use81-style-execute-queues" model on WL9 as well.  I
explicitly created a new queue and called "weblogic.kernel.Default execute
queue".  It overrides the default settings of the execute queue and allows
me to adjust to my desired queue size.  I am not sure if you have tried that. 
If not, see if it makes a difference.  For my case, it doesn't help solving the
abnormal performance behavior on WL9 (but WL81 has no problem).
