No

It depends on what component is taking long time to initialize. In the posted
log I see database resources are created in < 10 seconds.

1)
Post complete WebLogic startup log including logs that says in
"RUNNING" state.
2) Identify slow progressing subsystem from log and collect thread dumps if it
is required.
