WLS 10.2 fails on creating new Creditential Mapping Provider

I got Aqualogic 3.2 with Weblogic 10.2 with all current patches.

When I try to do steps described on page

console fails on step 3 "add a new Provider and then choose to add a new
Credential Provider by selecting the New "
