Believe it or not, I actually remembered what this was. Originally, if 
you opened a socket to a nonexistent address, the device would freeze 
and never time out. The fix was to set the socket primitives call to 
NetLibSocketConnect with a timeout after 10 seconds, rather than never 
timing out.
