I am having exact same issue, without the tiles plugin, my pages are not
displayiing properly.<br />
I am having this trouble in RAD 7 for a project that I moved from 5.1.<br

what is exactly needed in console-defs.idx, for now If someone can post the
content of this file, I will copy that in my WEB-INF directory.<br />

So here is the answer, I found out with the help from my colleague.<br />
The RAD SERVER should be started with classloader as Multiple.<br />
I had it as Single.<br />
This option is available in run admin console.<br />
