WebSphere not recompiling jsp when included jspf changes

I have a WebSphere app that has some jsps and jspf.  If I change a jspf the
changes are not recognized because the jsp that includes the jspf is not
recompiled by the server (even if I do a rebuild all).  Has anyone else ran into
this?  Is there a setting that would cause the files (jsps) including a jspf to
be recompiled if the jspf changes?
