changing default settings of a domain

Hello folks,

I have a question regarding the default settings done when a new domain is
configured.How can we change these settings (default settings in the admin
console,# of threads etc)prior to using the config.sh command?Is there any xml
file from which the config.sh command reads?where does it gets the info from?
Any kind of discussions or insights are helpful.
