I installed the latest Debugging Tools for Windows on XP SP2 but it did
not replace the appropriate dbgeng.dll and dbghelp.dll in my system
folder. The latest version of these DLLs are later than the versions in
the XP system folder. Nor can I manually replace the ones in the system
folder with the latest in the installation folder. Is this the way
things are supposed to work ? Am I supposed to put the Debugging Tools
for Windows istallation folder in the PATH before the windows system

The debugger package is not supposed to replace the system dlls.
You are supposed to express explicit path in your deployment environemnt
