If you take a look at http://www.internic.net/ there is a list of accredited
registrars -- hopefully you'll find some in your location.  If the registrar
goes out of business, at the very least you could undergo some major
inconveniences.  The nameserver locations have to be changed and you will have
to find someone else who will most likely have to be paid to do it -- assuming
that the registration of the domain name itself remains intact.

Technically there is no problem in hosting the site in some other country -- but
I think you are referring to the legal issues.  I am afraid I do not know much
about that either.  I know there was no problem some years ago.  Any hosting
company would be able to let you know the current status in this aspect, for
sure.  There may also be exchange, taxation and financial regulations in your
own country that you may have to consider.

Can someone please help me finding good/reliable/reputed domain name registrar
in india. I have couple of questions.

Is it fine if i register my domain name in india but host the site in some other
country ? 

What if the registrar with whom i regitered the domain name goes out of business
? Will it impact in any way to my domain name ?

Any help in this regard will be apprecited..
