Sharepoint v3 local vs. web services

Hi!

I heard that Sharepoint web services offer an interface to only a subset of the
entire functionality contained in Sharepoint services. (The entire set of
functionality is supposed to be available in local projects where one can link
directly to the Sharepoint DLL.)

 Is this true? Any documentation from Microsoft?
