Windows user profiles can become corrupted (or so I have heard <s>).
See
http://support.corel.com/scripts/rightnow.cfg/php.exe/enduser/std_adp.php?p_sid=
&p_lva1735&p_faqid=754025&p_created=1071180436&p_sp=&p_li=
Basically, create a new user account.

About 10 days ago, WP X3 started crashing everytime I start the application.
I have reinstalled twice, it refuses to run without crashing. The odd thing
is that it works fine under other user logins on the same computer. It just
crashes under my login. Any ideas?

You probably have a corrupt default template. These are stored in each
user's profile. The path is in Tools > Settings > Files > Template.
With wp closed, rename it and then open wp. WP creates a new one if it
can't find the one in the Settings.

And as a third possibility -
If you have WP set to Save workspace (x)Always: then if one of
the documents that was open when you closed WP has become
corrupt, then WP may fail when trying to open the unopenable.

I wouldn't let that possibility hinder my use of the feature. The fix
is easily done by a macro or clicking a REG file. The last method was
posted at wpu.
