Use Windows Feature Category and:
Next Open Window
Previous Open Window

Window Next and Window Previous are assigned to two function keys. I
would like to assign them to two other keys. But none of the feature
categories contain these functions so I can't assign them to another
function key. Any suggestion, short of using them where they are assigned.

Why do you say that? They work exactly the same. Pane works
differently of course. If they don't work the same for you, please give
steps to duplicate.
Note that if you record Alt+F6 and it has the default, Window Next, it
generates the obsolete WindowNext(). Instead, use DocNext() and
similarly for the other.

The order of documents to switch to varies by how and where you open
documents. It may make sense one time but another time it will reverse
or jump around. Try opening various documents. Close one in the middle
and then open another. You should notice that Alt+F6, the default Window
Next, moves in a certain way for those documents. Note the order and do
it until you see the pattern. This pattern will not be the same for
other open document scenarios. Now try moving to the Next Open Document
with the same documents using that method. They will be the same.
In one of my tests, Doc1, Doc3, Doc4, Doc2, Doc1... was the pattern.
So, what you expect to happen and what actually happens is different.
If you need a certain behavior, you will need to explain what it is you
want to happen. Explain the steps to reproduce. That is if you want
help to get what you want. Otherwise, you have to live by the rules
setup by default which may be fine most of the time.
