Sorry about the last email which I did not post but sent directly.  I now 
see how to post them instead.

I have not been using the Tool Bar as it is tedious and even impossible to 
move long nested  subitems up or down.  I have been using the toolbar to 
open the modify icons on the left and have been dragging them up and down. 
This pulls not only the line but all the lower levels nested under it in an 
easy way.

Do you think that's the problem?

Not sure what you mean here.

I guess the only thing to do is to try it either way (with the Style properly 
sorted) and see. Work on copies of the document.

I have always found WP's Outline very reliable, so I have no experience of 
troubleshooting.

The behaviour you reported seems distinctly odd. Moving elements within 
an outline is an additional complication. So, before trying that, it is 
worth while ensuring that in normal use the Style is robust, always 
producing the expected results, using Tab, Shift-Tab and so on.
