| Creating MSI from files - no install |

Is it possible to create an MSI without running an installer? I want to copy
about 10 files and a registry change to several workstation objects. I figured
an MSI would work best because I can run it associated to workstation objects
prior to login. Can I do this without having to run an installer? |

Should be able to do this with the zen version of installshield admin
