That implies that you have more than one computer and Dbase installed on
one of them :)
I got an old laptop from 12 years ago(win98), but no floppy drive in
there either and a real old desktop(win95) with a floppy drive, but no
USB or network possibility and not enough memory to run/install Dbase.
My last solution was to rip-out that floppy drive and hook it up to the
new computer, install Dbase and remove it again. But Dbase wants nothing
to do with XP's semi Dos. Now when I boot-up the new computer with a dos
boot disk there is only an unformatted C disk as my old Dos6 doesn't
understand a SATA Raid disk of 600 Gig.

remember this :) <not enough memory to run/install Dbase.> if it was
that simple I would be pushing floppies all day :)
I managed to get the dbase.ovl together but couldn't do it with the help
file.
I guess the trial and error method until it's done and then I burn it on CD.

Simply copy an existing installation via any media type you choose to your XP
machine.

dBASE IV occupies about 10MB of disk space
Install it on your WIn95 machine.
Split the files into 10 chunks that will individually fit onto 10 floppy disks.
Hook floppy drive up to new machine and copy back to hard drive.
Copy result to CD so that you are never faced with this again.
