Does MS SQL offer anything like MySQL Administrator/Browser or Firebird 
IBExpress  Which allows you to work with databases and tables other than 
from the command prompt.

If so do you know if it is a free download and what is it called?

It's free and it is a great product.

I downloaded very recently MS SQL Server Management Studio Express 
(free) but have not used it. I got it from here:
