Vista and older dBase versions

I have happily avoided Vista issues so far, but they have now emerged.

In order not to complicate matters in dealing with issues for long-standing 
and very remote 'clients', I have stuck with dBase v 2.21 b1755, which is 
from the pre-manifest file era.

Having checked out the dBase site guidance on Vista, I see the remedies for 
privilege issues are applicable to v 2.6 onwards.

Is there a way of getting v 2.21 (or Runtime v 1755 in fact) to work on 
Vista?  A new application installation isn't working as it should and, as it 
works perfectly well on XP, it looks like a Vista challenge.
