I would like to have an onScroll event for the form.scrollbars. I see in
the OLH that the form has two properties, scrollHOffset and scrollVOffset,
but I don't know how I would use these if I didn't know when the form was
scrolled by the user.

Look into the D- Bulletin.
It is nice, perhaps you can use it.
