I am looking for an app that will manage uploads in the same way
that PM Download Center manages downloads.  Has anyone ever heard
of such an app?

Or even an ftp client that has "resume" capabilities????

I have been using the FireFTP extension for Firefox for uploads (and a
few downloads).  I usually use AWGet for downloads.

Which is one of main reasons I use AWGet.

Yes, I do, too, for downloads, but is there nothing with resume
capability for uploads?

Remember that it is the logic of the system receiving the file that 
has to handle the resume function.  I don't know of any FTP server 
that does that.
