Printer problem

i'm using suse enterprise desktop 10.1.
thr are three network hp laserjet printers.
all users are connected to this shared printers.
sometimes printers get paused from user end.
and user cannt able to resume the service becoz user doesnt have root 
permission. then i have to again log in as a root user and then resume
the printers or else i can use localhost:631

but is thr any process to solve this problem permanenty or user can
resume the printer locally?
